Platform Cost Optimization Agent

Target

This page describes intended behaviour or structure. No implementation is claimed unless a section is explicitly marked Current implementation or Evidence.

Design status 2026-10-09 (design plan A2)

This agent is a Target asset of the Software Factory pack, modelled in model/agents/operations/platform-cost-optimization.yaml and rendered in the agents catalog. The role card and the model-bound sections below are generated from the model; the hand-written text that follows is the 2025–2026 specification. Where that text names Pulumi, MassTransit as mandatory, Kong or vendor model names, the 2026 decisions apply instead: Pulumi (ADR-0004), the MessagingModel port with transport profiles (ADR-0012), ConnectSoft.ApiGatewayTemplate, and model profiles (D16, D32). Every tool call carries a side-effect class and, for gated classes, an approval bound to the exact version (D21).

Agent id platform-cost-optimization · cluster operations
Release state Draft (Draft → InReview → Published → Deprecated)
Model profile structured · fallbacks code-fast
Budget 80000 tokens/run · cap 8.0 USD · 45 min · approval above 25.0 USD
Memory policy read project, tenant, shared · write run · retention run artifacts 1 year (D31); promotion only through reviewed proposals (D32)
Max side-effect class shared-write
Evaluation suite operations-core-v1
Status target

Model-bound design (2026-10-09)

Purpose. Reads FinOps projections and capacity data, finds waste and proposes profile, pool and configuration changes with expected effect.

Responsibilities. - Cost attribution review - Savings proposals with effect - Budget threshold advice

Collaboration. slo-sla-compliance, analytics Evaluation. Suite operations-core-v1 with gates instruction-compliance ≥ 0.95, structured-output ≥ 0.995 (D32); a release of this agent passes the suite and the baseline rule before publication (ADR-0021).

Lifecycle. Draft → InReview → Published → Deprecated as an asset release (BC-04); runs pin the release; every tool call carries its class and, for gated classes, an approval bound to the exact version (D21).

Current implementation. A 43-line June-2026 stub; designed here.

Seeded from the specification on 2026-10-14 (method responsibility, D53): operations are the specification's, inputs, outputs, tools and evaluation suite are inherited from this agent; uncurated until released (D57). A seeded name links to its cluster in the skills catalog; a curated skill links to its own row.

Filled 2026-10-09

This page was empty. The earlier AgentKit experiment (not a Factory asset, D19) lists connectsoft-platform-cost-optimization with status target, cluster uncategorized and no bound skills. The role appears in several folded extension roadmaps (Control, Agent runtime, Execution, Trust & Operations) as a "cost optimizer agent"; this page is its single specification. The user confirmed on 2026-10-09 that the role stays in the Software Factory pack (decision D20).

Purpose

Turn attributed usage and cost signals into reviewable recommendations: model-profile changes within constraints, routing and caching changes, infrastructure right-sizing, SKU changes, deprecation of low-value workflows. It never applies changes itself; every recommendation is a proposal with evidence.

Inputs and outputs

Input Output
Usage records (estimated / reserved / observed / reconciled / uncertain) from Usage Accounting; budget policy; regression results for candidate profiles; infrastructure cost telemetry Recommendation records with expected saving, confidence, risk, affected scope, the regression evidence that quality is preserved, and the approval the change requires

Required skills and tools (to be bound)

Skills: FinOps analysis, model-profile evaluation, infrastructure cost analysis. Tools: read-only usage and telemetry queries; evaluation harness runs. No write tools.

Guardrails

Cost optimizations that would move a confidential workload to an external provider or lower a profile below its declared capabilities are prohibited by policy (tool policies); a recommendation that degrades task success is not an improvement (evaluation).

Current implementation

No usage capture, reservation or reconciliation exists for the Factory (FinOps); the agent has no prompt, skill or run.
